  Oman to Launch DVB-T2 Network in 2017

Oman TV, the national television broadcaster in the Sultanate of Oman, is switching over to digital TV. It has tasked Rohde & Schwarz with delivering and installing a turnkey countrywide DVB-T2 network, one of the biggest in the Middle East.

The contract, amounting to more than 10 million Omani rials (more than 22 million euros), was awarded in the third week of May. In late 2014, Oman TV, the public authority for radio and TV in the Sultanate of Oman, had released a tender for a nationwide DVB-T2 digital TV network with 69 sites to be set up on a turnkey basis. Rohde & Schwarz and several other leading vendors participated in the tender. After evaluation, the German company was selected as the prime contractor for the project. By winning the bid, Rohde & Schwarz is continuing its TV success story in the Middle East. Qatar, Bahrein, Sharjah and Jordan are already running or building DVB-T2 networks from the market leader in terrestrial TV transmission systems.

The project was designed and the technical specifications drawn up by the Public Authority for Radio and Television Omani team, which will be the consultants for this project. The project will be implemented within 28 months. It comprises the supply and installation of the complete DVB-T2 signal processing and transmitter infrastructure, consisting of headend; transmitters from 50 W to 5 kW for 56 sites; transposer systems for 13 sites (all units in 1+1 standby configuration); program feed and monitoring equipment including transport stream analyzers, satellite receivers and multiviewers for 56 sites; network management systems for 21 sites; and diverse test and measurement instruments.

Besides these key components from Rohde & Schwarz, various products from other manufacturers will be delivered, such as UHF TV antennas, satellite dish antennas, feeders, mask filters, dummy loads, voltage regulators, power distribution boards, shelters, towers, air conditioners, generators and firefighting equipment, all of which is to be implemented by the project team from Rohde & Schwarz Middle East and Africa. Construction and installation will be carried out by several local subcontractors.

The new network is due to be put into operation step by step between January 2017 and September 2018. The old analog network will eventually be switched off.

With the adoption of the DVB-T2 standard, the Indonesian regulator plans to incorporate an Early Warning System (EWS) as part of the DVB-T2 rollout. The Indonesian early warning system is designed to support up to 15 different types of disasters, three levels of warning and postcode-based regional EWS. EWS is the unique mandate from the Indonesian government, thus all STB and iDTV must be compliant with the EWS standard.


At the request of the Indonesian Ministry of Communication and Information Technology (MCIT), Rohde and Schwarz and Balai Besar Pengujian Perangkat Telekomunikasi (BBPPT) have successfully installed a DVB-T2 receiver compliance test system in January 2016. The BBPPT test labs will be the official test labs responsible for DVB-T2 receiver (type approval) compliance testing in Indonesia. The overall test system consists of a BTC Broadcast Test Centre, AVBrun automation software, StreamSpark PSI/SI and early warning system (EWS) test suite, as well as a test lab management system.

STMicroelectronics will discontinue the development of new platforms and standard products for set-top-box and home gateway.

As a result of this, the ST announced a global workforce review, including the redeployment of about 600 employees, currently associated with the set-top-box business, to support principally ST’s growth ambitions in digital automotive and microcontrollers.

A global workforce re-alignment that may affect approximately 1,400 employees worldwide, of which about 430 in France through a voluntary departure plan, about 670 in Asia and about 120 in the US. Deployment of the plan by country or site will be subject to applicable legislation and will depend on local negotiations. In 2016, the workforce re-alignment is anticipated to affect about 1,000 employees, out of which about 150 in France.

“This difficult decision is consistent with our strategy to only participate in sustainable businesses and is due to the significant losses posted by our set-top box business over the past years in an increasingly challenging market,” the company said in a statement.

The company is shifting its focus ““During 2015, we have increasingly focused our R&D and Sales & Marketing efforts on two areas: Smart Driving, enabled by digitalisation and electrification, and the Internet of Things, including portable and wearable systems as well as smart home, city, and industry applications. Our products, technologies and system applications competencies are optimized for these areas, which we address with our products for Automotive and Industrial, our microcontrollers and digital ASICs, our analog and power portfolio as well as MEMS and specialized image sensors. The growth recorded in 2015 by our microcontrollers, and the solid performance of our automotive business despite weaker macroeconomic conditions, have been mainly driven by our sharpened, market-driven investment focus.”

ST will discontinue the development of new platforms and standard products for set-top-box and home gateway. “The slower than expected market adoption of leading-edge products and increasing competition on low-end boxes, combined with the required high level of R&D investment, has led this business to generate significant losses in the course of the last years. Annualised savings are estimated at $170 million upon completion and restructuring costs at about $170 million.”

Upon completion of the acquisition, the combined company will have the most diversified communications platform in the semiconductor industry, with combined annual revenues of approximately $15 billion.
